Reporting Fraud, Waste, or Abuse by a Provider or Person Who Receives Benefits

You can report directly to Cigna any providers or persons who receive benefits that you suspect of fraud, waste, or abuse:

If you would rather talk to a person, call the HHSC Office of Inspector General Fraud Hotline at 1 (800) 436-6184 (TTY 711).

Common Fraud Schemes

  • Sharing your Medicaid identification card with someone else so they can obtain services.
  • Personal care attendant offering to share their paycheck in return for not showing up.
  • Personal care attendant offering monies to “clock in or out” while not physically at residence.
  • Providing your Medicaid number over the phone to someone who is promising free services.
  • Changing agencies in exchange of receipt of incentives such as money/gift cards.
  • Pharmacies mailing medications that were not prescribed by your primary care provider.
  • Phone scams (robo-calls) trying to sell you something (without your written permission) or get information about you. Please report these to the Federal Trade Commission (FTC).
